		<description>In Confucian/Legalist societies, emphasis is on deterrence as opposed to empathy as the former tends to focus people on making the best out of a bad situation as opposed to eradicating the said bad situation.  

Empathy, on the other hand, has the tendency of gradually inciting popular intellectual individualism, and which in turn, impacts negatively on the desire of any political power to maintain its rule indefinitely.
